Summary: Staff requests authorization to enter into a contract with Bay Area Community Resources (BACR) for recreation staff and supervision for eleven Mt. Diablo CARES After School Programs. School sites include El Monte, Sun Terrace, Wren Avenue Elementary and Mt. Diablo and Ygnacio Valley High schools in Concord, Fair Oaks Elementary in Pleasant Hill and Bel Air, Delta View, Rio Vista, Shore Acres Elementary and Riverview Middle schools in Bay Point. BACR has served as a recreation partners since 2007.

The Mt. Diablo CARES After School Program was established in 1999 through a collaborative among MDUSD, BACR, Ambrose Rcereation & Park District and the City of Concord. Program design, staffing, supervision and evaluation are common across all sixteen programs in the district. On June 9, 2011, Ambrose Park Board made the difficult decisions to not renew its contractor with the school district to staff and supervise the after school programs in Bay Point. Begining July 1, 2011, BACR will serve in that capacity and hire all staff in the Mt. Diablo CARES After School Program in the Bay Point area. No lapse in services to students will occur and program will continue to operate as it has in the past.
Funding: Funding is provided by the California Department of Education’s After School Education and Safety (ASES) grant and the U.S. Department of Education’s 21st Century Community Learning Centers (21st CCLC) grant.
Fiscal Impact The contract is for $2,226,936. There is no unrestricted general fund contribution requirement. Program code 3871, 3156, 3165, 3160.
