SBX3 4 provides limited fiscal flexibility for the fiscal years 2010-11 through 2012-13 to allow school districts to utilized funding received from the state budget act for "Tier 3" categorical programs for any educational purpose. Additionally balances from June 30, 2008 can be transferred prior to closing the books for June 30, 2010.
At the May 11, 2010 Board Meeting, the Board adopted a recommendation to reduce 24.5 RSP positions. At all of our campuses these positions were used in combination to support students with IEPs and students without IEPs who were struggling to develop strong reading and math skills. The amount of the reduction was $1.77M. One of benefits of the passage of Measure C is that we have the ability to sweep the remainder of our Deferred Maintenance funds. Though we have swept all of our on going Deferred Maintenance funding we have a $1.8M fund balance. It is staff's recommendation that the Board approve sweeping the Deferred Maintenance funds to the General Fund and apply these funds to returning the 24.5 positions that were laid off under the newly approved Intervention Specialist job description. We would not be able to make this recommendation without the support of the community and the passage of Measure C.
