Summary:

Proposition 39 resulted in an Education Code requirement, (Section 15278) stipulating that any school district passing a bond designated as a Proposition 39 Bond (like Measure "C") to establish a Citizens Oversight Committee to actively review and report on the uses of the bond proceeds to ensure that they are appropriately expended. The governing Board is required to establish and appoint this oversight committee no later than 60 days after the date the governing Board reports in its minutes the election results.
Applications for and information regarding participation on the 2010 Measure "C" Citizens Oversight Committee were posted on the District website from June 14 through July 16, 2010. Additionally, members of the 2002 Measure "C" Oversight Committee were asked if they were interested in serving on the 2010 Measure "C" Oversight Committee. A total of nine (9) new applications were received and eight (8) members of the 2002 Measure "C" Committee expressed an interest in serving the District on the 2010 Oversight Committee.
Staff has reviewed all applications, intervied the new applicants, and is requesting that all 17 applicants be appointed to serve on the 2010 Measure "C" Citizens Oversight Committee.
