Summary: Staff requests approval to enter into an amended contract with Resources Development and Associates (RDA) for evaluation services for the Network for Healthy California grant. The Network grant is for $233,557 and provides funding to integrate nutrition and physical activity into the Mt. Diablo CARES After School Program K-8. Funding is provided by the California Department of Public Health Network for a Healthy California. Network funding requires a comprehensive annual evaluation to measure program implementation and effectiveness.

The district has been the recipient of Network for Healthy California grant since 2001. Over the last ten years, the reporting requirements have gotten increasingly more difficult and timely. In 2007, the CARES program was issued a Program Improvement Plan (PIP) to support district staff in monitoring grant implementation and evaluation. Improvement findings include documentation and record keeping of staff hours allocated for nutrition education and physical activity, implementation of the curriculum and tracking of nutrition and physical activities. Staff has worked over the last four years to create improved procedures, offer ongoing professional development and develop monitoring systems to address the PIP.

In September 2010, the PIP Team came for a follow-up review. At this time, staff and the PIP Team discussed areas of improvement. Concern was shared about the continued need for improved record keeping and evaluation. After thoughtful review and discussion with the PIP Team, staff is requesting further assistance and expertise to ensure reporting requirements and evaluation of program will be sustainable.

Previously, a CARES staff member had the responsibility of the record keeping, documentation and evaluation for the Network grant. It is being recommended by staff and the PIP Team that this be changed. A total of $6,000 was budgeted for this individual to complete this work. Staff is requesting to contract with RDA for $4,000 to complete this work. This would be a savings of $2,000. The PIP will be visiting one last time this spring, and if all program improvement findings have been completed the PIP will be closed and considered complete by the spring of 2011.

Staff is requesting to amend the current contract with RDA who currently serves as the outside evaluator assessing program implementation and impact for the K-12 CARES After School Program for the After School Education and Safety grant, 21st Century Community Learning Centers grant, After School Demonstration Program and Supplemental Education Services. The existing contract with RDA, approved on June 22, 2010, is for $88,000 and the amended contract will be $4,000 for a total contract of $92,000 for 2010-11. The increased contract will paid out of the Network for Healthy California grant and no general fund dollars will be used.
Funding: Funding is provided by the Network for Healthy California, USDA Food Stamp Program.
Fiscal Impact The amended contract is for $4,000 for 2010-11. There is no impact to the general fund.
