Summary: On June 28, 2011 the Board of Education awarded a professional services contract to LSA Associates, Inc. for $47,440.00 for the provision of comprehensive environmental consulting services related to a proposed stadium lighting project at Ygnacio Valley High School. This contract was subsequently amended on October 25 2011 to address additional site-requested project scope enhancements, again on June 25, 2012 to a revised value of $64,264.00 in recognition of additional response services required which were not anticipated in the original amendment.

On October 8, 2012 the Board of Education took action and approved another amendment due to site requested that original scope be expanded to include stadium lighting, a permanent public address system, a sound attenuation system (sound wall), a concession/restroom building, a ticket booth, a stand-alone press box behind the existing home bleacher system, additional electrical/low voltage work and DSA-compliant exit lighting for an additional $112,455.00 for a total revised contract value of $176,719.00.

As a result of the EIR CEQA process over the past two months there have been extended hearings, numerous interactions by the consultant with Districts’ legal counsel and staff, a number of conference calls, drafted or reviewed staff report materials, pursued refinement of Mitigation Measures and Conditions of Project Approval, and an additional Board hearing that were unanticipated in the October 8, 2012 amendment.

Staff has negotiated a contract amendment with LSA Associates, Inc. for a fee of $6,000.00 for these additional services rendered as a result of the extended EIR CEQA process. The revised value of this contract would be $182,719.00.
