Summary: In November 2012, California voters approved the California Clean Energy Jobs Act (Proposition 39). The purpose of this act is to provide state-wide funding supporting energy efficiency and alternative energy projects. The legislation also recognizes that improvements and repairs to existing facilities greatly contribute to the reduction of energy usage and carbon footprint. Under guidelines established, facility improvements must meet minimum thresholds to be eligible. State funding for the program is anticipated over the next five years. Based on existing information, District anticipates allocation of 1.4 million dollars to implement improvements. In November 2013, the state released funding and District received approximately $400,000 (Eagle Peak was allocated just over $50,000) to complete planning required by California Energy Commission (CEC).

In support of the program to further reduce the District carbon footprint and fully realize the benefits of improvements like our recent HVAC alteration, in March 2014, staff issued an RFP to solicit qualified consulting firms. Firms are anticipated to complete base-line energy audits of existing facilities, provided project recommendations, financial modeling and assist the District in the planning, execution and documentation required by CEC. As a result of this RFP, District reviewed the four proposals received and negotiated a $275,000 not to exceed comprehensive energy and engineering consulting contract with Capital Engineering Consultants, Inc. for said services required.
