Summary: Staff requests approval to submit the After School Education & Safety grant Renewal Application to the California Department of Education (CDE) to continue providing comprehensive academic and enrichment after school programs to sixteen elementary and middle schools in the district. The district has been the recipient of ASES grant since 1999. The district operates two high school CARES After School Programs but they do not receive ASES funding. They are at Mt. Diablo and Ygancio Valley high school.

ASES Program grantees were funded for the 2007–10 school years to develop and operate partnerships that provide academic and literacy support, and safe, constructive alternatives for students in grades kindergarten through nine. Programs operate at elementary, middle, and junior high school campuses with large numbers of children and youth, primarily from low-income families. This renewal request provides the opportunity for grantees to apply for
renewal for another three-year period (2011–14), consistent with the California Education Code (EC) Section 8483.7(a)(1)(A).

Mt. Diablo Unified School District (MDUSD) currently operates sixteen ASES funded after school programs every school day from the end of the school day until 6:00 p.m. as well as a summer session. MDUSD operates the CARES After School Programs through a collaborative partnership with Ambrose Recreation & Park District, the City of Concord’s Community & Recreation Services Department and Bay Area Community Resources (BACR). The chart below lists the school and the average number of students served.

On average, an elementary after school program serves 120 students and a middle up to 150. MDUSD's ASES grants range from $130,500-$364,500 annually. The ASES grant is based on $7 per day per student allocation and is awarded to schools that have 50% or higher student populations eligible for free and reduced price meals.

If schools who currently receive ASES funding are closed due to the school closure process, the district will request a school substitution to retain funding and services to district students. This is done through a separate process in spring 2011. MDUSD will need to request existing funding through the ASES renewal application and any school substitutions due to school closure through a different process.

Mt. Diablo CARES After School Programs are meeting program goals and impacting student achievement, improved attendance and strengthening school-family connections. CARES programs have consistently met program evaluation goals over the last three years.

The ASES renewal grant will continue to provide funding for staff, supplies and materials, program evaluation, program activities and tutoring. The total renewal application is for $3,397,553 each year for a total of $10,192,659 over three years 2011-2014. No general fund dollars are used to support this grant.
