Summary: In February 2010 District staff conducted an analysis of costs associated with the long-standing contract with the Contra Costa County Office of Education (CCCOE)for the provision of transportation services to District special needs students. This assessment indicated that, based on projected staffing, vehicle maintenance and anticipated annual debt service costs(based on tax exempt lease/purchase financing for nineteen[19] special purpose buses/vans), that a predictable and persistent savings could be realized should the District elect to self-perform these same transportation services. Using current cost data, staff has now re-validated this determination revealing that a projected annual savings of approximately $240,000 could be realized after the first year of District self-performance of these same transportation services which, heretofore have been provided under contract with CCCOE.

So determined, staff is recommending a practical and strategic discontinuance in participation in the CCCOE contract for the provision of transportation services. Concomitantly, staff is recommending that the District assume the self-performance of these same services using in-house resources and is requesting affirmative action on the following to provide for those resources:
1) Creation of nineteen(19)School Bus Driver (.625 FTE) positions, effective 1/1/2011;
2) Creation of seven (7) Special Education Transport Assistant (.625 FTE) positions, effective 1/1/2011
3)Approval(under seperate actions) of a tax-exempt lease/ purchase agreement for the acquisition of nineteen (19) buses/vans.
This proposal has been discussed with the leadership of both C.S.E.A. and Public Employee's Union, Local One.
Funding: Special Education budget. All staffing and debt service costs to be assumed in avoided costs associated with CCCOE contract.
