Summary:

Mt. Diablo Unified School District needs to embark on a revision of the Master Plan for English Learners. The current Master Plan was developed in 2004 and it is in need of revision because it does not address our current needs. The need of this revision is supported by the results of the Audit of English Learners Program (May 2011). A new EL Master Plan will provide operational guidance for EL programs district wide.
A Request for Proposal #1580 was issued on May 1, 2011, seeking proposals from qualified consultants for the revision of the master plan. The scope of work includes the forming of a District Master Plan Committee that will work with the consultants to develop a revised District master plan, which is aligned with State and Federal regulations. Furthermore, this plan will provide clear guidelines regarding programmatic decisions about English Learners. Additionally, the consultant will develop opportunities to gather and include stakeholder input in the development of the EL Master Plan.
Staff received a total of one qualified proposal for this project. The proposal received was from Norm Gold Associates. This proposal received the highest scores based on the award selection process and the weighted evaluation criteria as stated in the Request for Proposal.
Norm Gold Associates price proposal of $112,868.00 meets all the specifications of the Scope of Work. The formation of a contract for this project is under negotiations by the District and the consultant.
Therefore, staff recommends an award of a contract to Norm Gold Associates, for $112,868.00, contingent upon the formation of a binding contract agreement between both parties.
The budget for this project is $125,000.00
