Summary: Interagency Agreement #74-371-5 supports the District’s staffing for the behavior health specialists, psychologists, and secretarial/clerical staff who provide school and community based mental health services to students at the Alliance Mental Health Collaborative, Sunrise Mental Health Collaborative, and Fair Oaks Wraparound Clinic.

The Agreement funds the following:

9.4 FTE School Psychologist – Wrap Clinic
0.75 FTE Senior Account Clerk – Wrap Clinic
2.0 FTE Behavior Health Specialist I – Alliance
11.0 FTE Behavior Health Specialist II – Alliance
4.0 FTE Behavior Health Specialist I – Sunrise
7.0 FTE Behavior Health Specialist II – Sunrise
0.475 FTE Secretary – Alliance/Sunrise
0.9375 FTE Senior Account Clerk – Alliance/Sunrise

Approve Contract Number 74-371-5 in the amount of $3,801,511 and Contract Number 29-513 in the amount of $983,111 with the Contra Costa County Department of Health Services for the 2013-14 School Year. The District was operating under the "Special Conditions - Automatic Extension" clause of Contract #74-371-4.

The District's Individuals with Disabilities Education Act (IDEA) Mental Health federal funding has been reduced significantly due to a change in the appropriation formula from special education pupil count to total average daily attendance (ADA). In 2011-12, the District received $2,065,726 in federal dollars and in 2012-13 the grant amount was reduced by $427,753 to $1,637,973. In 2013-14, the federal award was reduced by $1,282,703 to $355,270. As this is a permanent reduction, the District is analyzing the current Mental Health Collaborative funding model to determine the most effective program structure in order to provide the required services for identified children with limited resources.
