Summary: Mt. Diablo Unified School District currently enrolls over 6,800 English Learners, almost 20% of the 35,000 total enrollment. Additionally, Mt. Diablo has 5,700 (16%) of students classified as Fluent English Proficient (FEP), thus 1/3 of the student population is considered as language minority.

Mt. Diablo Unified School District has been identified as a year IV district in the Title III English Learner Federal Accountability System. English Learners in Mt. Diablo have not met Annual Measurable Academic Objectives (AMAO) for four consecutive years. They scored 25.8 points below state proficiency targets and over 42 points below the percent at or above proficient level reached by White, non-Hispanic students.

Furthermore, the Categorical Program Monitoring requires that districts evaluate the effectiveness of its English Learner Program on a yearly basis. While data of English Learners is collected and analyzed, the last comprehensive English Learner Program’s evaluation was realized in 2004.

There is a pressing need for an evaluation of the English Learner Program. The overall goal of the evaluation is for Mt. Diablo to operate programs for English Learners (ELs) that provide for their optimal development of academic competence as well as optimal language and cultural proficiencies. The evaluation will focus on the following areas:

1. Better understanding of the strengths and weaknesses of the current programs for English Learners,
2. Recommendations for improvements in the major elements of structure and instruction for English Learner programs, leading to
3. Improvements in academic, language and cultural proficiencies for all English Learners.

The evaluation will be conducted from December 2010 to June 2011. It will include data review as well as visits to 15 schools and interviews with teachers, parents, and site and district administrators. It will also include reports of findings to different groups of stakeholders. Furthermore, the results and recommendations will inform the update of our Master Plan for English Learners.

Dr. Norm Gold will conduct this audit. He specializes in systems development for education, with an emphasis on language, learning and equity. His experience in the field of English Learner schooling spans over 30 years, 21 of those with the California Department of Education (CDE) in the English Learner Accountability Unit.
