Summary: The California Clean Energy Jobs Act (Prop. 39) allocates projected revenue to California's General Fund and the Clean Energy Job Creation. Mt. Diablo Unified School District’s Prop 39 Energy Expenditure Plan Application dated April 19, 2017 identifies qualifying projects such to include installation of Variable Refrigerant Flow (VRF) Technology at 8 district campuses. The remaining anticipated grant balance was used to identify Phase I of the EMS System which allows for completion of scope at 28 district sites. Proposition 39 funds must be encumbered by June 30, 2019 and there is no further funding available at this time.

Mt. Diablo Unified School District Bid #1829 requested bids for Prop 39 Energy Management System pursuant to PCC §20111.6. The scope of work provides all materials, labor and equipment required for the installation of Phase I of our environmental control devices and systems for DW central control in order to reduce energy consumption. Three (3) proposals were submitted in response to Bid #1829 Prop 39 Energy Management System. Responses were evaluated and Emcor Services Mesa Energy Systems, Inc. was determined to be the most responsive/responsible bidder for Energy Management.

The remaining district sites will be presented to the board for approval at a later date. Although they are not part of the original energy plan, however funds remain in the Clean Energy Jobs Fund to complete the DW project.
