Mt. Diablo Unified has been identified by the California Department of Education (CDE) as a district that has failed to meet the federal Annual Measurable Achievable Objectives (AMAOs) for four consecutive years. Based on this designation, Mt. Diablo Unified was required to complete a Title III Year 4 Improvement Plan and also made the determination to contract with an outside agency, Norm Gold Associates, to audit Mt. Diablo's program for English learners. Within the report that Dr. Norm Gold shared with the Board on May 24, 2011, he strongly recommended the creation of a director level position due to the lack of district-wide coordination, direction and accountability of our current program. Dr. Gold included in his report a list of comparable districts with significant numbers of second language learners that currently have this Cabinet level position to coordinate English learner services. The job description attached was developed after reviewing many of these districts' job descriptions.
The person appointed to this position would participate with other directors in the leadership of the district. The Director of English Learner Programs would have extensive management experience and advanced expertise in developing and monitoring programs to meet the needs of English learners and would manage the staff supporting the needs of this significant subgroup. The director would provide support to Cabinet staff, to the Student Achievement and School Support Division, to the site principals, and to site staff on how to coordinate the district's core program for English learners with all other curriculum and instruction and improvement initiatives in the district.
