Senate Bill 1413 states that a school district is to provide access to free, fresh drinking water during meal times in school food service areas by July 1,2011. This provision can be waived if the governing board of the school distict adopts a resolution stating that it is unable to comply with this requirement due to fiscal constraints or health and safety concerns. This resolution would be required to be publicly noticed on at least two consecutive meeting agendas and approved by a majority of the governing board. Currently, ten (10) sites fail to meet this directive. Based upon a bugetary estimate of $300,000, the Distict is fiscally unable to comply with this directive. |
